Rev. 16:13 doesn't say they 'were' frogs nor even that they 'looked like' frogs. It says that the three unclean spirits came out of the mouths of three beings (the dragon, the beast, and the false prophets) like frogs. What do frogs do? They leap. What is it that comes out of mouths? Words. What kinds of words come from unclean spitits? Lies.

Look at verse 14. What are these unclean spirits doing? Deceiving. Deceptive words leaping like frogs from the mouths of those influenced by them, who are deceiving the whole world (Rev. 12:9).

The same Greek word "pneuma" means wind, breath, or spirit. In this case it clearly means lying spirits and/or deceptive words and deeds by false teachers with self-serving agendas influenced by evil rather than good.
